Open District serves only data it may legally redistribute. Before any connector is built, the source passes a written triage: statutory gates first, then license ceiling, then access downgrade. These are the current counts.

Method. Recounted 2026-09-05 from source-note frontmatter across all 464 notes in the triage vault (lab/obsidian, 01 Sources/). Reproduce with grep -rh "^servable:" "01 Sources" | sort | uniq -c: the four counts above are that tally, mapped full → Mirror, partial → Partial, metadata → Catalog-only, no → Never; the same tally is cross-checked against the generated 00 Index/Source Index (Denormalized).md, which agrees exactly. The previous recount (2026-08-26, 458 notes) was six notes stale. Two-axis rule: the license sets the ceiling, access can only lower it, statutory gates force exclusion. Erasure-duty registries stay partial until a deletion-reconciliation sync exists. When unsure, the ruling downgrades — never upgrades.
Not reproduced here. The Pipeline table's "Queued expansion candidates (servable)" figure of 357 has no stated derivation and could not be recomputed from the vault by any rule that yields it (tiers 1+2+3 = 349; servable-and-not-live = 413). It is left unchanged rather than silently replaced with a number we cannot justify. "Connector specifications drafted: 10" is verified — 05 Connectors/ holds exactly 10 notes.
