Method. Recounted 2026-08-26 from source-note frontmatter (grep "^servable:" across all 458 notes) in the private triage repository. Two-axis rule: the license sets the ceiling, access can only lower it, statutory gates force exclusion. Erasure-duty registries stay partial until a deletion-reconciliation sync exists. When unsure, the ruling downgrades — never upgrades.
